On November 16, 1995, one of the most notorious, horrific triple homicides occurred in the Village of Addison, Illinois. Debra Evans, 28, was fatally shot and stabbed in the apartment home she shared with her boyfriend and her children, Samantha, 10, Joshua, 8 and Jordan, 22 months. Debra was nine (9) months pregnant. The little boy she was carrying, Elijah Evans, a full term fetus, was cut from his mother's womb with a pair of poultry shears. Debra's daughter, Samantha, was stabbed to death in her bedroom. Joshua and baby Elijah were taken from the apartment, little Jordan was left in the apartment by himself, alone with his deceased mother and sister. Debra's boyfriend was at work when the unspeakable, bloody carnage commenced.
The day after Debra and Samantha's murders, little Joshua's body was discovered in an alley in Maywood, Illinois. He was poisoned, strangled and stabbed to death. He was killed because he told one of the State's witnesses that he saw "Annette, Fedell and Vern" kill his mother and sister.
The Addison Police soon discovered the suspects whom were later identified as Jacqueline Annette Williams, Fedell Caffey and Levern Ward. Williams was arrested at her Schaumburg townhouse, holding a newborn baby that was later identified as Elijah Evans on November 17, 1995. In connection with the murders and kidnapping of the Evans family, Ms. Williams, her cousin, Levern Ward, and her boyfriend, Fedell Caffey, were also arrested and charged with several counts of first degree murder and aggravated kidnapping. All three defendants were indicted and tried in separate criminal jury trials. All three defendants were found guilty. Ms. Williams was convicted of first degree murder of Debra Evans, Samantha Evans and Joshua Evans. She was convicted of aggravated kidnapping of Elijah Evans. The same jury found that defendant Williams eligible for the death penalty for her role in the unspeakable homicides.
In 2003, then Governor George Ryan commuted the death sentences of all inmates that were on Death Row to life in prison, without the possibility of parole. Williams' death sentence was commuted as well. Governor Ryan imposed a moratorium on the death penalty in Illinois because of serious, grievous errors, police and official misconduct committed by certain Illinois Law Enforcement Agencies and Judicial Circuit Courts, including Du Page County. It was discovered that thirteen innocent people were awaiting execution on Illinois Death Row. Who can forget the political faux pas of the Jeanine Nicarico murder trial? I can not and it cost the citizens of Du Page County taxpayers a multi-million dollar judgment for malicious prosecution of three innocent men, whom were convicted and wrongly sent to Death Row. The death penalty in Illinois was permanently abolished in 2011 by Governor Pat Quinn.
It has been recently reported that Ms. Williams is now seeking to have her homicide and kidnapping case reopened. Williams is also seeking clemency as well. She claims she's "been in prison long enough for her crime and wishes to be released to be reunited with her three adult children and six grandchildren". Williams further indicated that she missed certain things, like being able to smell a flower or enjoy a hug from her family. Williams stated that she is a "changed woman" and can be a productive member of society and provide assistance to women that were in the same situation she is in".
When I read this, I was speechless. Perhaps Ms. Williams should be reminded of the bloodshed enacted upon Debra Evans, her daughter Samantha, whom would have been 27 years old, perhaps married and a young mother herself. What the defendant (Williams) and her boyfriend did to little Joshua Evans, whom would have been 25 years old, perhaps married himself with a wife and children himself. On November 16, 1995, this defendant made the choice to participate in a brutal homicide, ending the lives of Debra, Samantha and Joshua. The victims were butchered by Williams and the other two defendants. Society would not be safe if Jacqueline Annette Williams was released from the Illinois Department of Corrections. Williams gave up the right to smell a flower, receive a hug from her family or enjoy the freedom of society. She deserves to complete her life sentence.
Jordan Evans and Elijah Evans are teenagers and reside with family in rural Southern Illinois, far away from the carnage of their earlier lives. Thank God for that.

DeleteThis crime was one of the most vicious murders in the 1990s in Illinois. It rivaled the Manson Family murders with a woman that was in the late stages of pregnancy. Read the Appellate Court Brief and Appeal. It gives me nightmares what Williams and her codefendant did to that little boy (Joshua Evans). This defendant doesn't deserve to be in the free world.

ReplyDeleteConcerning the defendant, Jacqueline Annette Williams, I truly believe that she is not the same person in 1995 and when she was with Fedell Caffey, her former boyfriend. From the court records, Miss Williams had a rough upbringing, and suffered from low self-esteem. At the time of the murders, she was a mother of three young children. Her (Williams) life took a serious wrong turn when she became involved with Fedell Caffey. Being sent to Death Row at the age of 29 probably shook Williams to the core. Her death sentence was overturned in 2003 by former Gov. George Ryan, after it was discovered that at least 13 defendants were sitting on death row, convicted of murder and other serious violent offenses. The defendants were cleared based upon DNA evidence and several were released after being on death row for 10+ years.
Having the opportunity to review the capital murder case of Jacqueline Annette Williams and the Illinois Appellate Court Brief, the savagery, wanton and viciousness of the crime that unfolded on Swift Road in Addison, Illinois during the evening hours on November 16, 1995 tells a crime story so unspeakable it is not for the faint of heart. The appellate court brief also details the State's Star Witness who told police, detectives and the state's attorney how Joshua Evans was brutally murdered by Williams and Caffey.
A judge doesn't find any joy in sentencing people to death or long prison sentences, taking the defendant away from their family and loved ones. However, the sentence of life in prison without the possibility of parole is appropriate for Williams. Miss Williams was 28-years-old in 1995, an adult with a full and complete understanding of what is right and wrong. It was her decision to participate in the murders of the Evans family. For that, Williams must accept the reality and the weight of her sentence.

DeleteWhat you call a MISTAKE is 3 counts of murder and one count of aggravated kidnapping. One of victims was 9 months pregnant and two of the others were small children. One of those children was chased into her room and stabbed multiple times until she bled to death, the other child was taken hostage and then poisoned, strangled, and stabbed to death and dumped in an alley like trash because he asked someone for help. Most mistakes I make are small like leaving the lights on in my car or burning my dinner. Hmmm you really need to look up that word, because a mistake is something you didn't mean to do AKA an accident. People make mistakes, however, a planning and carrying out a triple homicide and kidnapping are not just an average mistake, it's also against God's Ten Commandments. God will grant forgiveness if you pray and ask Him for that.
Miss Williams is alive and can visit with her children and grandchildren. Sam Evans and his family can only visit Debra, Samantha and Joshua at the cemetery.

You have a right to your thoughts, but in the 16 years that have passed, the horrors of 11/16/1995 still haunts our family. We have missed so many holidays and birthdays without Debbie, Sam and Josh. We are lucky to have Jordan and Eli who were raised by Grandpa Evans. Thank God for Grandpa Evans. He's been a rock to our family. Although I have forgiven the murderers that killed my cousin (Debbie), Samantha and Joshua, Ms. Williams doesn't deserve to get out of jail for serving only 5+ years for each dead body.
ReplyDeleteI will be sending a letter to Gov. Pat Quinn opposing any clemency toward Jacqueline Williams. There are other defendants and inmates of the Illinois Department of Corrections that are serving life sentences for homicide. I do not see Williams as a "wrongful conviction" because she was caught holding little Elijah in her arms when arrested by the Addison Police.
I'm sure if you were serving a life sentence for triple homicide and aggravated kidnapping you'd do anything you could to be set free. Our family (Evans) has been through enough, thank you very much.

Everyone that lives in the Glendale Heights and Addison areas of Illinois remembers the horrors that took place on the night of November 16 1995. Never, ever forget. The bloody crime scene and throwing away the body of a 7 year old little boy speaks for itself. Another thing that is so troubling is how this crime wasn't classified as a hate crime. The people murdered were white yet the mixed race children were allowed to live. Not a legal expert myself, just saying. Looks like Williams and Caffey will do and say anything to get out of jail. Like Mary and the other posters, will write a letter to Gov. Quinn opposing the release and clemency of Williams and Caffey. They think they have been in jail too long and now they are saying they were not at the apartment in Addison IL. Now they are pointing fingers at Patrice Scott and her ex-boyfriend (Pruitt). The Evans Family is going to be at every hearing and appeal to make sure these murderers stay in a controlled environment the Illinois Department of Corrections.

ReplyDeleteYesterday it was reported on NBC Channel 5 News (Chicago) that Fedell Caffey, a co-defendant has won the right to have a hearing with new defense witnesses and allegations that one or more Du Page County Assistant States Attorney was involved in the purchase of illegal street drugs from a known drug dealer. There was also the mention of another woman that helped dispose of the .22 caliber gun that was used to shoot Debra Evans in the back of her head. If these facts are proven true, then the court should be issuing a Subpoena to Joe Birkett, now an Illinois Appellate Court Judge to give testimony and be examined under oath as well.
With respect to the remarks about Casey Anthony and the death of Caylee Anthony, the State of Florida (District Attorney) failed to prove beyond a reasonable doubt that Caylee Anthony's death was the result of a homicide. Being a "party girl" doesn't make you a murderer.
Also, Susan Atkins, a co-defendant in the Tate, LaBiance, and Hinman murders in 1969 died of brain cancer in September of 2009. Her husband, an attorney, requested a Compassionate Release for his wife, whom has been incarcerated since 1969, given the death sentence in 1971 and her sentence was commuted to life with the possibility of parole in 1972, when the State of California abolished the death penalty. The State of California in August, 2009, denied the request, based upon the heinous nature of the crime and the statements by the victim's families (Sebring, Tate, Polanski, Folger and Frykowski). Susan Atkins died in the prison hospital hospice unit.
Patricia Columbo was convicted of three counts of 1st degree murder and solicitation to commit murder in 1976. She served 35 years of a 350 year sentence. She has been denied parole 10+ times. At least two members of the Illinois Prisoner Review Board has recommended her to be paroled. Obviously, she has done a complete turn around with her life. Will she be paroled? Perhaps after probably serving at least 40+ years behind bars.

Ms Williams could have possibly changed, but it doesnt change the fact that she faked a pregnancy, and stole a baby from a dying woman. She deserves to spend the rest of her life in jail. I also knew Ms Williams daughter b/c I went to school with her. I will also write a letter to Gov Quinn to not grant clemency to her, she already got her 2nd chance at life when Ryan let her off the death penalty.

A murder case in the 90's was 20 yrs and her time is up time considered served she wasn't the one who cut the female baby out and if you went to skool with her daughter therefore you were young and had no idea of what was going on.... so ann

DeleteAll honesty Williams second chance would consist of a better living, and a different address. She is not a bad person she was just at the wrong place and at the wrong time. That doesn't make her a bad person if she was there or not she jus made a bad choice. The fact that she was abused by a former boy- friend doesnt justify the problem and being in jail for life doesn't as well. They should have gotten her some help.

ReplyDeleteEven though our opinions differ about the roles played by the defendants whom were convicted and serving life sentences, please remember the names of the murder victims: Debra Evans, Samantha Evans and Joshua Evans. Violent acts of murder must be answered and justice must be served.
